Florida Youth Pastor Faces Decades of Sexual Abuse Allegations

According to a report from WFTV, a former youth pastor from Osceola County, Florida is now facing several decades worth of sexual abuse allegations. Daniel Ryan Lamppin, 40 years-of-age, is accused  of sexually exploiting children in the state’s foster care system. He has been arrested and is facing more than two dozen felony charges. An Overview of the Allegations Against the Former Florida Youth Pastor 

Daniel Ryan Lamppin, a 40-year-old man from Osceola County, Florida, is facing serious criminal allegations involving two former foster children. According to law enforcement, Mr. Lamppin has been charged with 24 counts of sexual battery by a custodian, along with additional charges including lewd and lascivious molestation and child abuse. The investigation began in late 2024 after a now 15-year-old came forward and stated that she was abused starting when she was six years old while in Mr. Lamppin’s foster care.

 A second survivor, who is now an adult, has also come forward. She reported that the sexual abuse began when she was around 16 and continued for several years. Lamppin was known to be a manager at a local Chick-fil-A and was involved in audio work at Connection Church in Kissimmee. Mr. Lamppin is currently being held without bond in the Osceola County Jail. Authorities believe there may be additional victims and have urged anyone with information to come forward. Still, he is presumed innocent until proven guilty in criminal court.

 Could there Be Civil Sexual Abuse Claims in this Case? 

Yes. Civil sexual abuse claims could potentially be filed in this case. Indeed, there are often civil causes of action for sexual abuse survivors when criminal charges have been filed. Under Florida law, survivors of childhood sexual abuse may pursue civil lawsuits for damages against the abuser and, in some cases, institutions that enabled or failed to prevent the abuse. Florida Statutes § 95.11(9) allows survivors to bring a civil claim at any time after the abuse if it involved a minor, meaning there may be no statute of limitations for certain claims.

In this case, if the allegations are substantiated, the survivors may have grounds to seek compensation for emotional trauma, therapy costs, and other damages. Notably, if any agency, organization, or institution (such as a foster care provider or church) knew or should have known of the risk and failed to act, they could also be held civilly liable for sexual abuse.
